Implement storage allocation modify Sub-Command
It should be possible to modify an allocation from the command-line, including changing its capacity, location, and port numbers.
Location will be the difficult one. It will require shutting down the process, copying the data from the old location, starting the process back up, and either removing or renaming the old data to mark it as being a backup.
